25. On the Duty to Nurture Citizens:Nurturing its citizens is a fundamental responsibility of the state.

Since humanity entered the industrial age, labor division has become ubiquitous. People must cooperate with one another to sustain their survival and pursue their happiness; scarcely anyone can exist in isolation from society. Thus, beyond being biological individuals, every person is also a social being who cannot survive apart from society.
From the perspective of the natural person, parents bear the responsibility to nurture their children, as offspring represent the continuation of parental genes. Parents seeking to perpetuate their own existence must therefore shoulder this nurturing duty. From the perspective of the social being, the state bears the responsibility to nurture its citizens, for the state requires every citizen. Without citizens, the state ceases to exist. Moreover, upon reaching adulthood, citizens become the state's labor force, paying taxes and contributing to society.
Furthermore, to ensure equal treatment for all citizens, the state must also bear the responsibility of nurturing its citizens. If the responsibility of raising citizens rests solely with parents, the economic circumstances of those parents would directly determine the living conditions of minor citizens. This would inevitably lead to minor citizens from different families facing disparate living conditions. Such an outcome clearly violates the fundamental requirement that the state guarantee equal treatment for its citizens. Since every citizen bears the obligation to provide labor for society upon reaching adulthood, there is no justification for minors from different families to endure disparate treatment during their childhood. Therefore, the state must assume responsibility for nurturing its citizens.
How should the state fulfill this duty? The method is to distribute child support funds to minors.
Upon a child's birth, the state establishes a dedicated childcare account. Monthly child support payments are deposited into this account until the child reaches adulthood. The guardian manages the account, but funds may only be used for the designated minor's upbringing. Misappropriation of these funds results in guardianship revocation and may constitute a criminal offense.
Furthermore, the establishment of diverse childcare service providers should be encouraged to alleviate parents' childcare burdens.
Child support funds originate from national tax revenues, with citizen child support constituting a major expenditure category.
The distribution standards for child support should be uniformly applied nationwide, avoiding higher allocations in economically developed regions and lower allocations in economically underdeveloped regions.
The specific amount of child support should be determined based on the actual expenses required to raise a minor, using the national average as the benchmark. The proportion of child support provided by the state could be set at 60% of the actual expenses. For example, if raising a child requires 2,000 yuan per month, the state should provide 1,200 yuan in child support. This ratio can be adjusted according to specific economic conditions.
